Update from the Waipa District Council

NOTIFICATION OF POTENTIALLY EARTHQUAKE-PRONE BUILDINGS

Council has now completed its assessments of buildings in the Central Business Districts (CBDs) of Cambridge and Te Awamutu to identify potentially earthquake-prone buildings (EPBs). 

The first round of letters to affected building owners will begin in May 2019.  This information will relate to buildings in the CBDs which fall within Category A as prescribed by the EPB Methodology provided by the Ministry of Business, Innovation and Employment (MBIE).

The categories into which potentially earthquake-prone buildings fall are:

§    Category A – Unreinforced masonry buildings

§    Category B – Pre-1976 buildings that are either three or more storeys or 12 metres or greater in height above the lowest ground level (other than unreinforced masonry buildings in Category A)

§    Category C – Pre-1935 buildings that are one to two storeys (other than unreinforced masonry buildings in Category A)

Programme for notification of potentially Earthquake-prone Buildings

May 2019

§    Notification sent to owners of potentially earthquake-prone buildings falling into Category A in the central business districts (CBDs) of Cambridge and Te Awamutu.  Owners will have twelve months to provide an Initial Seismic Assessment (ISA) to Council. 

§    A building owner can request an extension of time of up to one year in which to provide the ISA.  The owner must submit valid reasons for the request.

ISAs to be received by 31 May 2020.

§    As ISAs are received, Council will assess the reports against the criteria provided by the Ministry of Business, Innovation and Employment (MBIE) and notify building owners whether or not their buildings are deemed earthquake-prone.  Owners will have 25 years to complete remediation (or demolition) unless the building is rated a “high priority” building.

Assessment of ISAs could extend through to May 2021 (or May 2022 if a time extension has been granted to a building owner)

§    When the owner of an earthquake-prone building is notified of Council’s decision, if the building is located on a high pedestrian/vehicle route, the owner will also be notified that the building is a “high priority” building and, as such, will require remediation in 12.5 years from the date of the issue of the EPB notice. 

September 2019

§    Owners of potentially earthquake-prone buildings falling within Categories B and C in the CBDs of Cambridge and Te Awamutu will be notified.  Owners will have twelve months to provide an ISA to Council. 

§    A building owner can request an extension of time of up to one year in which to provide the ISA.  The owner must submit valid reasons for the request.

ISAs to be received by 30 September 2020.

§    As ISAs are received, Council will assess the reports against the criteria provided by the Ministry of Business, Innovation and Employment (MBIE) and notify building owners whether or not their buildings are deemed earthquake-prone.  Building owners will have 25 years to complete remediation (or demolition).

Assessment of ISAs could extend through to September 2021 (or September 2022 if a time extension has been granted to a building owner)

March 2020

§    Owners of any commercial and/or industrial buildings throughout the district which have been identified as potentially earthquake-prone will be notified.  Owners will have twelve months to provide an ISA to Council. 

§    A building owner can request an extension of time of up to one year in which to provide the ISA.  The owner must submit valid reasons for the request.

ISAs to be received by 31 March 2021.

§    As ISAs are received, Council will assess the reports against the criteria provided by the Ministry of Business, Innovation and Employment (MBIE) and notify building owners whether or not their buildings are deemed earthquake-prone.  Building owners will have 25 years to complete remediation (or demolition).

Assessment of ISAs could extend through to March 2022 (or March 2023 if a time extension has been granted to a building owner)
